This scheme fuels expansion and digital transformation for projects creating high-skilled employment in Malta. It’s not a subsidy; it’s a strategic investment in your competitiveness.
Operations: Wage costs, property leases, and shared business facilities.

Business Start (The Seed Stage)
How "young" must my company be to qualify for Business Start?
Time is of the essence. You must apply within 36 months of your registration. The scheme targets unlisted small enterprises under five years old that haven't distributed profits yet. In this game, we fund runners, not walkers.
Does owning shares in another company disqualify me?
If you hold more than 25% in another undertaking within the same or a related sector, you’re out. Malta Enterprise looks for a clean slate and undivided loyalty to your new venture.
The €10,000 grant is it a lump sum or performance based?
It’s a game of milestones. You get €3,000 upon approval and hiring your first employee, €3,500 after submitting a professional business plan, and the final €3,500 once you prove a physical business address. We don't fund ideas; we fund progress.
Is my academic background a deciding factor for B-Start?
Absolutely. The Corporation links the grant to the knowledge and experience of key personnel. You need the academic credentials or hands-on grit in the sector to prove you can handle the capital.
Precision, Eligibility, and Milestones.
Which sectors get the "green light" for seed funding?
Manufacturing, software development, life sciences, and novel tech-driven services that aren't readily available in the market. If you are solving a problem through technology, you have my attention.
What are the employee and turnover limits?
You must employ fewer than 50 Full Time Employees and have a turnover or balance sheet under €10 Million. We are looking for the giants of tomorrow, not the incumbents of today.
Business Development (The Expansion Phase)
How much leverage can I get through the Business Development?
You can secure up to €300,000 in cash grants or tax credits over three rolling fiscal years. It’s a calculated move designed to consolidate your operation and re-engineer your processes for global scale.
Will the government cover the cost of relocating key talent to Malta?
Yes. One-way economy flights, shipping of personal items, and up to 3 months of accommodation are eligible. If the talent is worth the move, state helps foot the bill.
Can I use the grant to cover office or industrial rent?
As long as the property is leased from a third party at market conditions and licensed for business use, rental costs are supported. Your overhead just got a strategic partner.
I’m not in manufacturing; is there still a seat at the table for me?
Certainly. Digitization of processes, environmental solutions, and internationally scalable services are all on the list. If your project increases Malta's competitiveness, you're in.
Leverage, Assets, and Transformation.
What kind of advisory services are eligible for funding?
Legal, accounting, and technical services for business re-engineering or certification (like ISO/CE). Routine tax filings or advertising won't cut it; we fund transformation, not maintenance.
What happens if my Business Development application is rejected?
The decision is final, but not eternal. You can re-submit if you provide additional clarifications or a stronger business case. In this room, a "no" is often just a request for more data.
Start-up Finance (The Empire Builder)
Is Start-up Finance a grant or a loan?
It’s a Repayable Advance. Think of it as a strategic injection of €500k to €1.5M where the state acts as your initial financier. You repay it once you start generating pre-tax profits. It’s the ultimate bridge to your empire.
How do I reach the maximum €1.5 Million funding cap?
High stakes require high innovation. The max cap is reserved for Innovative Enterprises operating in "Assisted Areas." The more you disrupt the market, the more capital we can unlock.
What defines my company as an "Innovative Enterprise"?
Either 10% of your operating costs are R&D, or an external audit proves your product carries a risk of "technological failure" because it’s that far ahead of the curve. If it’s not risky, it’s not innovative.
Does the scheme help with payroll for high-end researchers?
They cover up to 75% of full-time wages. If your employee is a Master's or PhD student registered in Malta, they can even cover 100%. You don't just find talent; you subsidize brilliance.
High Stakes, Innovation, and Repayment.
When and how do I repay the advanced funds?
You pay back 10% of your pre-tax profits annually. If your profits exceed twice the total disbursed funds, the rate increases to 20%. You grow, the fund is replenished, everyone wins.
How much control does Malta Enterprise maintain over my business?
They act as an observer. They may attend board meetings and must be notified of shareholding changes. It’s about transparency and accountability. If you’re building something real, you have nothing to hide.
